Mediawiki vector skin download

To have Mediawiki's styleset, install the Monobook or Vector skin. Looking for information on the new Vector theme now in use at Wikipedia. Only CSS that is needed by only Vector Skin and would cause problems for the other skins should be kept in MediaWiki:Vector.css and it should be kept to a minimum.

Sounds like the skin directory is misconfigured.
